Radeon Rx580 Mac Setting Computer Or Gaming

I'm sure the topic of 'is this a good pc to play the sims 4' has been run into the ground, but desperate times call for desperate measures - and I'm DESPERATE, so any and all help would be appreciated in trying to make heads or tails about this issue.
Now, I purchased my desktop two years ago for the sole purpose of playing The Sims 4 and admittedly, I wish I had just made my own rig rather than buy something online, but that's neither here nor there since it plays the game just fine. My MAIN concern is tackling the video card settings and getting the most out of it because I've never actually touched it other then when my computer has prompted me to make updates. So basically, I've shortchanged myself by not taking advantage of this computer.
I only just thought to do this because the fans have been making such an insanely loud sound like an engine revving for take off and my biggest fear is that something is going to fry up and explode on me and I've had video cards blow up or die on me in the past so I really don't want to go down that road again. And that only ever happens when I start playing the game (no duh, right?) I've played it just fine in the past and the fans were still fairly loud, but if I can avoid that in the future, it would be AMAZING.
HOWEVER! I really have no idea what to do in that department and fiddling around with settings that may or may not end up potentially harming the system is not something I want to deal with.
SO I IMPLORE YOU, THE EXPERTS, TO GIVE THIS GAL A PIECE OF WISDOM!

QUESTION TIME!
1) Should I fiddle around with the AMD Radeon settings and what settings would be appropriate to leave it on?
2) In addition, would the settings be global or Sims 4 specific -->
3) Do I need to do anything with clock speeds? --> (current setup)
I can't think of anything else at the moment, but that's what I've been curious about for now. In terms of the game itself, I have considered playing it on lower settings via game options itself, but I would still like to tinker with my video card and get the most out of it if I can.
